90consolekit does not set the is-local attribute. The check in 90consolekit
simply determines if a CK session should be launched via the Xsession.d
mechanism or not.
gdm and kdm support CK natively (contrary to e.g. slim or xdm), so we don't want
to create a second CK session for those login managers.
