[Pkg-utopia-maintainers] policykit-1 build error caused by debian's 02_gettext.patch

Hello, I'm having a trouble building policykit-1_0.101-4 package from
source on a x86-64 Debian sid system:

Offending line of code comes from debian's 02_gettext.patch

1153 old_locale = g_strdup (setlocale (LC_ALL, NULL));

It appears that locale.h is used without #include'ing it in this patch.
