network-manager is installed in /usr, so it needs to be started after $local-fs
and $remote-fs, so the dependencies in the network-manager LSB init header are
correct.
If you want to auto-mount a cifs share using network-manager you should use an
ifup.d hook or a network-manager dispatcher script (man NetworkManager).
I don't see a bug in the network-manager package, so I'm going to close this
report unless you can provide further information.
