If you don't use network-manager at all, you can disable it via
invoke-rc.d network-manager disable
This also means, it won't be restarted during upgrades.
A patch for this is currently worked on. It will most likely be, that in
the presence of unmanaged devices, resolv.conf is not cleared on shutdown.
