Honestly I am not sure if I am using knetworkmanager. I run KDE 4.6.5
and there is a network-manager icon in the system tray. It USED to be
knetworkmanager in KDE 4.4.5. In this installation, I had trouble to
discover the version of knetworkmanager so it might not be used. I
wonder what that icon in the system tray represents.
But the problem is not in the GUI so the question is not really
relevant. nmcli is also capable of enabling/disabling WiFi. nmcli shows
exactly the same behaviour. When I disable WiFi, it ignores any commands
to enable back on again. Unless I unload iwlwifi, and then I can enable
WiFi again using nmcli.
