Thats a misunderstanding. I would like to use upower on the
command line to send a hibernate/suspend command to upowerd.
AFAIK _upowerd_ is supposed to call pm-utils. Some XML files
describe the rules this procedure has to follow.

Problem with all this org.freedesktop.something stuff is that
it is highly difficult & error-prone to use on the command line.
Of course it is easier to run "pm-hibernate" than a 160 chars
dbus-send command line. Thats why dbus is hardly accepted
by the command line users.
