I've seen that error message once before when attempting to control
NetworkManager over an SSH session using nmcli. I believe the default policy
(enforced by PolicyKit) is to allow only users who have physical access to the
machine to control the network.
And "users who have physical access to the machine" are tracked by ConsoleKit.
It could be that slim and xdm do not work with ConsoleKit.
