First: becasue NM has a different bug that does not allow to reenable
  the device
Second: I might want scan manually, do other things, or simply connect
  by some other method
Third: broken routers: I have to disconnect sometimes and recoonect.
  Again, using soft lock is not optimal, as I have to run some iw
  commands inbetween.
Bottom line; In a *perfect* world were all hardware works perfectly,
all software works perfectly, that *might* be an option to keep it
like that.
In reality it is a pain.
If you are following the kernel mailing list on how many problems
the iwl wifi driver had/still has, you might understand *why* 
I don't wnat automatic soft rfkill ... And yes, see above about
perfect world. But this is not reality.
