With these packages installed

ii  libnm-gtk-common              0.9.4.1-2~test1
ii  libnm-gtk0                    0.9.4.1-2~test1
ii  network-manager-gnome         0.9.4.1-2~test1

I never get the VPN dialog anymore, not even with the method described
in the first post.
