This is deliberate, to not break things which build-depend on
python-dbus to compile their main-loop implementations (they should, in
principle, build-depend on python-dbus-dev instead - but the -dev
package was only recently added).

I'll use this as a tracking bug to get other packages to update their
build-dependencies. I think python-qt4 is probably the only example.

python-dbus-dev is only a fraction of the size of python-dbus - it's
nowhere near as large as a typical -dev package, and doesn't contain
executable code - so you're not wasting lots of disk space by having it.
