[Pkg-utopia-maintainers] Bug#700242: Bug#700242: dbus not started when not selinux policy installed and selinux enabled

policy installed on HOST system, but dbus installed and error occurs on
GUEST. As I can see selinux not work in libvirt-lxc guests now.
