[Pkg-utopia-maintainers] upower compatibility with ACPI scripts

Dear Maintainers,
I am writing about bug #697246 in the acpi-support-base package, but it
relates to the upowerd. I am unable to reach a consensus with the
maintainer, so I am emailing you.
Some time ago, ACPI power scripts would check for the presence of upower
and exit. Currently, they do not do so anymore. Instead, they check for the
presence of gnome-power-manager, or another compatible power manager. This
has the drawback that all power managers need to be enumerated. I believe
this is incorrect, however it is up to the maintainer to decide. But, it
does expose a potential bug in upower. If there is no compatible power
manager running, such as on a MATE system (please do not point out it is
not officially supported, it is not a good reason in my opinion for not
fixing things), upower will catch the power event, but the system will
already be shutting down. In other words, in order for upower to function
correctly, it _requires_ a compatible power manager. Yet, this is not
listed as a dependency.
This is not an issue on a vanilla install of Debian, but it does arise on
MATE. It would also arise if someone started X directly without a desktop
environment and was hoping to handle power events manually via dbus.
I would be interested in knowing what you think about the issue. Thank you
