It doesn't make sense to add chroot detection logic to every init script
/ maintainer script when you can simply use

echo -e '#!/bin/sh\nreturn 101' > /usr/sbin/policy-rc.d
chmod +x /usr/sbin/policy-rc.d

in you chroot.
