mkdir -p $target/usr/sbin/
echo -e '#!/bin/sh\nreturn 101' > $target/usr/sbin/policy-rc.d
chmod +x $target/usr/sbin/policy-rc.d
debootstrap <suite> $target
should do the trick I think
fwiw, you can also use the policy-rc.d script which is used by pbuilder
and is a bit more sophisticated:
#!/bin/sh
while true; do
case $1 in
-*) shift ;;
makedev) exit 0;;
x11-common) exit 0;;
*) exit 101;;
esac
done
This way you can easily control which packages should run in the chroot
or not.
