ifupdown will still manage your wlan0-foo interface and having two
network management systems handling the same interface is not going to
work out well.

See above, are you actually sure the device is properly managed by NM?
As for debugging, see [1]. Please attach a debug log.
What kind of desktop environment are you using? Do you have proper
PolicyKit permissions? Is you desktop session marked as active and
local? (ck-list-sessions)
