I upgraded to sid (first upgrade since the freeze ended), and rebooted
into the new problem, at which point the problem came up.

nmcli c definitely had the same problem. I did not test nm-tool.

I've now re-upgraded network-manager, and, annoyingly, cannot reproduce the
problem now.
