[Pkg-utopia-maintainers] Bug#728820: dbus: should support bootstrap (stage1) build

dbus has some optional circular dependencies, which are enabled for the
current Debian build. When the dpkg maintainers have picked a syntax for
staged builds, someone should update this commit to the chosen syntax:

It might also need updating for more build-dependencies, like systemd-journald
and libaudit; debian/rules might also need changes to make more build options
conditional.

dbus is probably quite a good test-case for how this stuff affects
a fairly typical Autotools package.
