Dear Maintainer,

Just wanted to share that I am experiencing this bug as well. Recently
switched from testing to unstable, and that's when it showed up.

I found by running nmcli that the problem is that network-manager is
still sleeping after the system comes out of suspend. By doing

    $ sudo nmcli nm sleep false

I can wake it back up. I'm only speculating here, but this leads me to
believe that the problem may be outside of network-manager, because it
responds to the wakeup call when I manually send it.

I found the following workaround helpful and more convenient than
manually restarting the service each time:
