You need a valid logind context if you want to use NetworkManager as
unprivileged user. See e.g. [0]
and bringing in

That was an issue of stand-alone logind. A feature requested by
sysvinit/upstart users. I've applied a fix to NM in 0.9.8.8-6 to
work-around that issue.

I don't see justification to back up you statement.
That said, if you want to make NM independent of systemd/logind, please
contribute to [1]. If NM has runtime switchable backends, the dependency
on systemd/logind could have an alternative to consolekit.
