I cannot control network-manager as a normal user anymore.
I used to be able to use the network-manager KDE tray applet: connect/disconnect the wired interface,
connect/disconnect the VPN interfaces.

However after a recent upgrade (systemd? libpam-systemd?) I cannot use it anymore.
Clicking the connect/disconnect button on wired interfaces does nothing,
and on VPN interfaces I get this error:

I can reproduce this everytime, after a reboot too.
It is reproducible with nmcli too:
$ nmcli connection up MyVPN
Error: Connection activation failed: Not authorized to control networking.

As a workaround I can use sudo to invoke the cli, but I loose the convenience of the tray applet
(which is useful with WiFi, but I don't have WiFi on this box):
$ sudo nmcli connection up MyVPN

My user is member of netdev, plugdev, and I haven't changed group membership lately:
