Just a little more information.
In my case, with systemd, the problem disappears and changes in a udev rule (or
creating a new one in accordance with [1]) are no longer needed.

$ cat /etc/default/init
INIT="/lib/systemd/systemd"

I'm using Udisks2 + Jessie
