the two strings you left out in your quote are key.
- dozens if not hundred packages are actually prevented from being installed.
- it's the least possible (in the sense of atomic) amount of action necessary to fix this

esp. the first fact is just a hard fact. it's not important who is to blame, it's just the reality. ignoring reality generally is the worst thing you can do...
