Closing is not appropriate.  If udisks2 functions except for
udisks2-inhibit, then gparted needs the hard depends on policykit-1.
Are you saying that the only thing udisks2 needs policykit-1 for is
inhibit?  I would think it needs it for everything.

Then the reason for closing is certainly incorrect.  Maybe the real
problem is not policykit-1 then but something unknown?
