So, I'm reassigning the bug to debian-goodies, which provides the
checkrestart utility.
I think that checkrestart should have a special test for dbus, and
say that dbus is affected and a reboot may be needed.
BTW, "service kerneloops restart" also fails to restart, so that
there may be something similar for it.
