[Pkg-utopia-maintainers] Bug#778954: Bug#778954: firewalld: no-sysconfig patch completely removes ability to specify start-up options

At the time I was trying to debug some rules I had written in
/etc/firewalld/direct.xml, so I wanted more verbose logs.  I found that
there was no way of specifying the --debug command line option without
directly changing the sysv init script or the systemd unit, which should
not be the case.
