Control: retitle -1 apt tries to configure dbus before libdbus, fails to upgrade
Control: forcemerge -1 771428
Control: affects -1 dbus src:dbus

Also this probably deserves to be RC, as apt cannot get out of that
state, but I'll leave that to apt's maintainers.
