After discussing this issue with some people on IRC, I have discovered
that this was not the correct way to go about dispatcher scripts anyway.

The correct variable to test for is $CONNECTION_ID which is equal to
the connection name defined in Network Manager plus " connection". On
testing, this fully fixed the problem.
