Michael, I'm sorry but I could not agree with you.

In the matter of fact, I never actually touched the config file! I could 
confirm that today I've done a network install of debian testing. The 
steps were:

1) Finish the setup
2) Boot into the system
3) Set options asus_nb_wmi wapf=4 in /etc/modprobe.d/asus.conf
4) Reboot
5) NetworkManager not working anymore

I don't know which step exactly sets the unmanaged wifi adapter, but 
definitely that is an awful UX and looks like a bug from any possible 
view.
