NetworkManager does call the /etc/network/if-*.d/ hooks when an
interface is (de)activated.
If you check the /etc/network/if-up.d/000resolvconf script though, it
checks for environment variables, which aren't set by NetworkManager, so
it should be a NOP for NM managed interfaces.
