Indeed, WEXT does appear to be enabled in this build:

I also tried rebuilding the package with an explicit --with-wext=yes and it did not solve anything.

I'll mention that dmesg shows the firmware being loaded:

[ 4613.773476] usb 3-1: r8712u: Loading firmware from "rtlwifi/rtl8712u.bin"
[ 4613.773542] usb 3-1: firmware: direct-loading firmware rtlwifi/rtl8712u.bin

"rfkill list all" has no output, and "nmcl radio" confirms that wifi is enabled. "iwlist scanning" confirms that the card is indeed working (it
shows available wifi networks).
