Still an issue in 1.10.8-1
Can't we get the test-suite to make the needed homedir if it doesn't
exist before hand. In the case of Devuan with jenkins this is all done
in a scratch-space anyway so no big deal. I'm assuming the same goes
for Debians sbuild/builds
