I think the root cause of this issue may have changed over time, given the
activity on the upstream openvpn bug report, but the fact that it still
fails.
I see this locally with this error in the logs:

I think the problem now is that you can't use --up-restart with --chroot,
unless the --up script is also present at the same path in the chroot.
PS: #567153 is probably a duplicate of this issue.
