There is currently no version of the portals suitable for Debian 8 stable.
xdg-desktop-portal-gtk needs a newer GTK+, which is not a useful thing
to put in stable backports next to flatpak (anyone sufficiently
change-averse to be running Debian 8 at this point in the Debian 9 freeze
likely shouldn't be upgrading their GTK+ to a version with which the rest
of their apps hasn't been tested).
Debian testing ('stretch', soon to be Debian 9), with flatpak from
experimental (note that you have to explicitly ask for packages from
experimental), should get the GTK portal by default. 'stretch' is not a
stable release, but has been in freeze since February and should hopefully
become the new stable release soon.
I'll see what the release team think about a freeze exception for adding
this Recommends to the Flatpak 0.8.x packages in stretch.
