Yeah, I can see that use case.

Of course, we already do this. I just didn't see the usefulness in
initializing the repo since flatpak does that itself. Having it
nonexistent out of the box would allow me to detect that something was
wrong if the repo already existed.

Anyway, it's not a big deal. You can close this.
