If this is true, then there is at least a documentation problem,
because nm-settings(5) says

    If the connection is set to autoconnect, connections with higher
    priority will be preferred. Defaults to 0. The higher number
    means higher priority.

without any restriction to the same device.

Nevertheless it would be nice, if network-manager would use the
autoconnect-priority for all devices, because alternative
solutions are quite awkward.
