[Pkg-utopia-maintainers] Bug#880043: flatpak: Autopkgtests always fail on Ubuntu

The autopkgtest for flatpak has never succeeded on Ubuntu. It would be
nice if it were working.

(The armhf and s390x machines don't offer the required machine-level isolation.)

Technically, ppc64el did manage to pass a few times in early September
but maybe the machines were configured differently then:

Do you think this might be similar to the proxy issue we had with ostree?
