[Pkg-utopia-maintainers] Bug#905585: network-manager: *.service files should be considered as configuration files

I modified the "NetworkManager-wait-online.service" file to fix the timeout
(30s is way too long).
The file is reverted at each package upgrade.

I think it should be considered as a configuration file. I know some Debian
packages do that, so that the package manager ASKS when it wants to revert a
file. Please consider doing so here.
