What was upgraded in that transaction? (Please look in /var/log/apt
for details)

Please look at the system log (the systemd Journal or /var/log/syslog*)
for any log messages that seem possibly relevant, and in particular
anything that seems to have failed or that involves dbus, systemd or
systemd-tmpfiles.

Also please look in /var/log/apt/term.log* for any error or warning
messages that appeared during your upgrade.

Please send any relevant log messages to this bug. You can censor any
private information, but please make it obvious (replace with XXXX or
similar).

systemd is meant to create that directory as a side-effect of creating
the system bus socket, as requested by /lib/systemd/system/dbus.socket.
The fact that `service dbus start` was successful indicates that this
is at least partially working. Hopefully the system log will have
more details of why it did not work during normal system boot.
