You claimed it's a network-manager problem, so it would help if you
provided log / error messages which support that claim.
Typical places are /var/log/ or the systemd journal.

How did you conclude that it's actually network-manager which causes
your issues?

Btw, you should always CC the bug report, otherwise your email doesn't
reach the bug tracker.
