[Pkg-utopia-maintainers] Moving dbus policy files to /usr/share/dbus-1/system.d

Hi Simon,

dbus since 1.9.18 support policy files being installed in
/usr/share/dbus-1/system.d/

Atm only very few packages use the "new" location, most prominently systemd.

I was wondering if you had any plans of getting packages updated to move
their D-Bus policy files from /etc/dbus-1/system.d/ to
/usr/share/dbus-1/system.d and if you think this would be a good idea.

Should such a change be pushed to the invidual upstream projects as well
or would you recommend to simply move the files inside the Debian package.

I was considering updating upower/udisks2/policykit-1, but I see that
even one of your own packages (flatpak) still uses /etc.

Would welcome your thoughts/recommendations on this matter.
