Please follow the instruction that are posted in the wiki I linked to:

dbgsym package are in a separate archive, so you need to add that to
your /etc/apt/sources.list. In your case (unstable):

 deb http://debug.mirrors.debian.org/debian-debug/ unstable-debug main
