Thanks, Michael. There are some similar reports for xfce4-panel, but
they predate GTK 3.24. I will reassign this bug to xfce4-panel. I am
picking xfce4-panel because it provides the systray, which I think is
the "Notification Area", in which nm-applet is displayed.
I tried changing themes and the behaviour did not change.
