Hi Nis,
I'm not from the debian maintainer team, but as I encountered the same
problem. I submitted a workaround to NetworkManager-Openvpn project that
would allow tls-version-min and tls-version-max to be supported.

If you really need to integrate that change in your setup, feel free to
integrate that patch/MR.
To maintainers, I'll do my best to make this change integrated in
network-manager-openvpn official sources. OTOH I don't actually know if
that change will be integrated into the debian package if accepted.
I'll update that bug report as soon as the packet will be integrated.
