Hi,

This had been fixed in upower 0.99.5 upstream [1]. Therefore, the bug doesn't happen in Buster,
but it still happens in Stretch where upower is 0.99.4.

The debdiff with the fix for Stretch (from the upstream commit) is in the attachment.

With the fix applied, gnome-power-statistics and mate-power-statistics don't make upowerd eat CPU
anymore.
