[Pkg-utopia-maintainers] Bug#930859: firewalld changes zones order after service restart

Almost each time I invoke “systemctl restart firewalld” zones in INPUT_ZONES_SOURCE have a different order.
Because of that an access to a server can be broken.

I am using Debian Stretch.
