It's an assertion failure and pre-releases (1.23.90 is an rc1, ie. a
pre-release) build with --enable-more-asserts.
So, the issue might just go away with the final 1.24.0 release.
That said, there might be a real issue here, so I would ask you to raise
this at
 https://gitlab.freedesktop.org/NetworkManager/NetworkManager/issues
so the upstream developers can have a look.
