[Pkg-utopia-maintainers] Bug#978135: cockpit: should recommend sudo

Severity: normal

When you login with a normal user, a message on the top of page says
that "Web console is running in limited access mode" and the "Turn on
administrative access" button is shown.
But if you press the button and "sudo" is not installed, this laconic
error is shown:

Something went wrong
Spawn failed
-----

Retring after installing "sudo", you are asked for your password and
then the administrator rights are correctly granted.

For this reason I believe that cockpit package should at least
recommend "sudo".
