volume-key Build-Depends on python3-dev which in the past made sure
dh-python is installed.

Is this is a deliberate change that the dh-python dependency was dropped
from python3-dev? If so, can I you provide more rationale for this
change? Was this announced somewhere where I can read about this?

If this was a planned change shouldn't there have been bug reports filed
in advance?
