[Pkg-utopia-maintainers] Bug#819666: upower: Cannot disable CriticalPowerAction

I've got same trouble with buster upower package.
there's no ingnore option "Ignore" for CriticalPowerAction in
/etc/UPower/UPower.conf

changing

CriticalPowerAction=Ignore
systemctl restart upower
upower --dump

still gives me this (I've got swapdisabled)
