Could you report this issue upstream, please.

A debug log of NetworkManager is probably helpful for upstream to 
diagnose the issue, see

It would probably be good as well if you could attach the connection 
profile for the VPN connection, see in 
/etc/NetworkManager/system-connections. You probably want to remove any 
confidental data.
